Hillyard council approves annexations, sewer and design contracts; several measures advanced

Hillyard City Council on March 9 approved two annexation ordinances and passed a package of contract and professional-services resolutions while advancing multiple code changes to second reading.
On roll-call votes, council approved Ordinance 26-02, annexing roughly 64.8 acres in Brown Township, and Ordinance 26-03, annexing about 19.136 acres; both measures will take effect at the earliest statutory date. Council then moved a number of first readings, including a change to the Environmental Sustainability Commission membership (26-04) and updates to the city fee schedule and plumbing regulations tied to Franklin County Public Health (26-05 and 26-06). Those ordinances are scheduled for a second reading and public hearing March 23, 2026.
Council also passed Resolution 26-R25 to award a contract to Insight Pipe Contracting LLC for the 2026 sanitary sewer cleaning and CCTV program (engineer’s estimate $118,400; low bid about $121,953; recommended maximum including 10% contingency $134,150). Resolution 26-R26 authorized a professional services agreement with CDM Smith for SEOM program support at $150,000 for 2026. Resolution 26-R27 approved a professional-services agreement with 2LMN, Inc. to design the Davidson Road shared-use path project, accompanying a roughly $1.2 million ODOT construction award; the city seeks authorization of up to $150,000 for design work in 2026 with remaining design funding expected in the 2027 capital budget.
Council postponed consideration of a conditional-use resolution for outdoor storage at 3810 Lake Road (26-R24) to the March 23 meeting at the applicant’s request. The meeting concluded with the introduction of Kyle Hoying as the city’s new public service director.
