Mr. Murphy, Planning Department staff, read the consent calendar and told the panel that "these are items scheduled before your Commission which are being recommended for approval by staff." The items included: (1) a conditional use permit for outside storage as an accessory to a previously approved mini-warehouse on a 7.44-acre parcel (Case 1QP 29, map 4131) in the Lake Isabella area; (2) a recommendation that the Board of Supervisors adopt a zone change and related resolution for a 20.1-acre parcel on Tamarisk Avenue (Zone Change 18, map 139); (3) a conditional use permit for an 80-foot monopine-style cellular communication tower on a roughly 2,000-square-foot site within a 143-acre parcel in Pine Mountain Club (Q P 15, map 239); and (4) a revised staff recommendation to continue an application for a three-year vesting extension for Tentative Tract 6812 (Summit Capital Ventures) so corrected maps and attachments can be republished.
On the fourth item, staff explained that an addendum to the staff report noted incorrect attachments and that staff and the applicant agreed the appropriate remedy was to continue the item to the Commission's March 26, 2026 hearing to allow republishing with correct maps and documents. The consent calendar, including that continuance recommendation, was then moved and seconded and approved by screen vote; the Clerk announced, "Four eyes, one absent. Motion carries." The Chair informed the applicants that items one through four had been approved.
Mr. Murphy also read the appeal instructions for items where the Commission's action is final, saying appeals to the Board of Supervisors must be filed at the Kern County Planning and Natural Resources Department (2700 Elm Street, Suite 100, Bakersfield) on department forms with a filing fee of $562 and must be filed within 14 days, including the date of the hearing.
Chairman Oliver opened the public presentation period for matters not on the agenda and stated speakers are limited to two minutes and must state their name for the record; no members of the public spoke. The meeting concluded after a motion to adjourn.
The decisions affect land-use and zoning matters in unincorporated Kern County: the Lake Isabella area, Valley Acres, Pine Mountain Club and a tentative tract that will be revisited on March 26, 2026.
