Caltrans District 9 presented a multi-year rehabilitation of State Route 58 that includes 44.8 lane miles of continuously reinforced concrete pavement and a 3.5‑mile eastbound truck climbing lane, project staff said. "On paper it's a 40‑year design life, but in reality ... we project that it probably lasts more like 50 or 60 years," said Brian Wesling, deputy district director for Caltrans District 9 in Bishop.
The project, described at a Kern Council of Governments Transportation Planning Policy Committee meeting on Feb. 19, would also widen unpaved shoulders to 5 feet, upgrade bridge rails, replace roughly 21,000 feet of culverts, add about 39,000 feet of new or upgraded guardrail, and construct two wildlife undercrossings near Broom Road and Hart Flat. Caltrans said the pavement is mostly overlay (about 80%) with some inlay work for lane replacements.
Why it matters: SR‑58 is a primary freight route in eastern Kern County; the truck climbing lane and shoulder widening are intended to improve traffic flow and safety for heavy eastbound trucks climbing the grade. The agency portrayed the pavement as a capital‑replacement‑free surface over its design life, reducing longer‑term rehabilitation costs.
Schedule and funding: Caltrans said the project is in plan check and aims to be "RTL — ready to list" on June 15, 2026, meaning design and permits would be complete. "Begin construction date is unknown, but it's likely going to be in 2027," Wesling said, adding that actual start depends on securing roughly $247 million in construction funds. The project is currently categorized as a G13 contingency project in state programming, meaning it is ready but not automatically funded; Caltrans staff noted the agency will pursue available state and federal funds and work with local advocates and legislators to prioritize the project.
Phasing and traffic management: Caltrans plans three construction segments executed over three years, starting at the top of the grade to allow contractors and local users to adjust to traffic changes. During phased work Caltrans said it will shift traffic onto widened shoulders, use temporary median K‑rail and medium barriers, and provide a 9‑foot uphill outside shoulder for emergency ingress/egress and disabled vehicles where feasible. The agency also said the contractor will be required to provide 24‑hour tow service paid by the contract to manage breakdowns and reduce lane closures.
Community outreach and coordination: Caltrans emphasized a robust public information campaign—short animated videos for each phase, changeable message signs on SR‑99, SR‑58, SR‑14 and US‑395, and coordination with the California Highway Patrol to enforce oversized‑load permits during construction. Contractors will be encouraged to bid on fewer working days to minimize overall disruption, and night work will be allowed but not mandated.
What remains unresolved: Caltrans is seeking the construction appropriation; committee members and staff said the project will proceed to construction only if the $247 million is freed up from the state/federal budget process. The timeline could shift if funding is delayed. Caltrans also flagged the need to coordinate enforcement of oversized loads early in the contract to reduce traffic impacts.
Next steps: Caltrans will pursue funding and advance the project through final plan check. The agency said it will continue outreach to local freight operators, city and county communications teams, and law enforcement to prepare for staged construction and to provide regular public updates.
