The Sandy Springs City Council on March 17 approved a professional services contract with Roadside & Harwell to prepare the city's 2027 comprehensive plan (covering 2027'047) and a concurrent recreation and parks master plan update.
Planning and Zoning Manager Michelle Macintosh Ross said the city issued RFP26-027 on Dec. 19, 2025 and received five proposals; one was non-responsive and four were evaluated. An interdepartmental committee reviewed proposals for technical acceptability, past performance and cost. Two teams received the highest performance rating; Roadside & Harwell submitted the lower-cost proposal among those and was recommended as the best value.
Council members discussed community engagement elements such as stakeholder and steering-committee appointments (the mayor will appoint a 15'0-member steering committee as required by the Georgia Department of Community Affairs) and asked that pop-up outreach and certain meetings be bilingual. Councilmember Andrew Chinsky highlighted planned use of conjoint surveys to elicit trade-off preferences from residents.
The council approved the award by voice vote. Staff said the mayor will present recommended steering-committee appointments by resolution and the consultant will work with staff to schedule bilingual pop-ups and stakeholder workshops.
