Public Facilities Authority approves Reeves Young as construction manager for two Sandy Springs fire stations

The Sandy Springs Public Facilities Authority voted March 17 to award a construction-manager-at-risk contract for two new fire stations to Reeves Young LLC after a two-step solicitation process.

Dave Wells, the city's director of facilities and capital construction, told the authority that the city issued an RFQ on Dec. 10, 2025 and later an RFP on Feb. 3 for firms that could provide construction-manager-at-risk services for Fire Station 1 (1425 Spalding Drive) and Fire Station 4 (5275 Roswell Road). Wells said seven firms were invited into the second phase after the RFQ; Reeves Young was top-ranked on technical services and submitted the lowest fee.

Wells described the evaluation criteria and the interview process. "Reeves Young's project team is led by a project executive with more than 25 years of municipal construction experience," he said, noting the firm's prior work on city fire stations and other public facilities. The evaluation committee included city staff and public-safety representation.

Member Tim Pollson moved approval of agenda item PFA 2026-02 to award the contract and to authorize the general manager to execute the agreement; the motion was seconded and carried by voice vote. Wells said work on Fire Station 4 is expected to begin first, with ground-breaking anticipated in August, and station-level construction anticipated to take about 24 months, with a target completion next December.

The authority's approval authorizes staff to negotiate the final contract and return with the executed agreement, and it allows the city to proceed with preconstruction activities.
