Board approves Measure C funding step and a $33.9 million guaranteed cost for Inspire School project

Chico Unified trustees on May 14 approved Measure C funding and construction steps for charter projects, approving Inspire School of Arts & Sciences’ shovel‑ready application and authorizing a guaranteed project cost for the new campus.
Facilities staff said three charter applications were received in the Measure C round (Blue Oak, Inspire and Sherwood Montessori). Staff recommended holding Blue Oak and Sherwood for additional details (funding breakdowns and Proposition 2 likelihood) and recommended funding Inspire’s project because it is shovel ready and had a thorough application.
The board moved to approve Measure C funding for Inspire and later approved a guaranteed project cost (GPC) and contract with Modern Building Company in the amount of $33,916,954 to deliver the new Fremont/Canyon View campus. Staff said the lease‑leaseback delivery method (Modern Building Company) was selected to allow modular manufacturing, trade bidding and an expedited summer schedule.
Board members praised Inspire’s application detail and asked facilities staff to use Inspire’s package as a helpful model for other charter applicants. Staff will continue to work with Blue Oak and Sherwood to resubmit clarified materials for subsequent application deadlines.
The vote to approve the Inspire funding recommendation and the GMP was unanimous. Staff said work will proceed on schedule activities now that the GPC is approved.
