Encinitas council flags e-bike strategy and orders red-light camera cost analysis

Traffic safety — and e-bike safety in particular — featured prominently in council discussion about the FY 2026–27 work plan. Several council members supported carving a discrete e-bike safety objective out of the broader multimodal safety focus and asked staff to return detailed cost estimates so those options can be considered during the budget process.
Council Member Lines and others noted a recent uptick in collisions and urged the city to look at engineering, education and enforcement. Deputy City Manager James said the city already has two traffic deputies funded in last year’s budget and that some responses (for distracted driving and education) can be handled within existing operations, while others (like camera enforcement) would require additional analysis and direction.
On red-light cameras, James said staff has not yet been directed by council to pursue them but can research costs and operational requirements; the council asked that a red-light camera cost analysis be presented during the upcoming budget workshop so members can weigh potential equipment and administration costs. Council members also requested information on school resource officers (SROs) and possible partnership funding with local school districts as part of a broader public-safety budgeting review.
No policy was adopted at the special meeting; staff will return cost estimates and refine the work plan objectives in May.
