Planning commission asks BOCC to evaluate urban service area policy, votes to press for review

The Hillsborough County City Planning Commission on March 9 voted to send a letter to the Board of County Commissioners requesting that the BOCC consider a focused discussion of Urban Service Area (USA) policies and the empirical tools used to evaluate USA expansions.
Chair Nigel Joseph introduced a draft letter that asked elected officials to discuss gaps identified by the Planning Commission, including the empirical basis for the 80/20 ratio used in some policy contexts, how USA expansions are evaluated, and the metrics used to measure infrastructure and fiscal impacts. Commissioners debated the breadth and tone of the request: some argued the topic deserved external study or consultant analysis; others urged a narrower, staff-led educational approach. Concerns included the cost of an outside study, the scope of research required, and whether the BOCC would accept a large work program addition.
Commissioner Cona moved and Commissioner Linkous seconded the motion to transmit the letter; after extended discussion and a roll-call vote the motion passed 7-2, with Commissioners Linkous and Sienk recorded as voting no. The commission requested that staff notify BOCC members, county administrators and relevant department heads and invited BOCC feedback.
Separately, the commission voted (9-0) to hold an educational workshop on USA policy for Planning Commission members with county departments presenting factual information on service provision, infrastructure costs and the history/frequency of USA changes; the commission directed staff not to procure an outside consultant at this time, and staff will aim to schedule the workshop in May in coordination with departmental presenters and packet materials.
The letters and staff-planned workshop are intended to clarify whether the USA is functioning as intended and to identify the specific metrics and information the BOCC or county departments would use to evaluate future expansions.
