At its March 9 meeting the Planning Commission heard a consolidated slate of comprehensive plan briefing items (HC/CPA 26-01 through HC/CPA 26-11). The package included a mixture of privately and publicly initiated map amendments that will return for formal hearings in future cycles.
Highlights of items presented: - HC/CPA 26-01 (West Lake Drive): A small-scale, publicly initiated map amendment to convert three parcels (~15.04 acres) to Residential 4 to align with surrounding adopted policy and increase potential density (staff said the change would remove the last WVR-2 parcels in the county if adopted). Presenter: Andrea Papandrew. - HC/CPA 26-02 / 26-03 (Williams Road & Bessie Dix Road): A privately initiated, large-scale request (~81.9 acres) to expand the Urban Service Area and re-designate parcels from Res-1 to Res-2; staff noted that inclusion in the USA would require public-water and sewer connection. Presenter: Willow Michie. - HC/CPA 26-04 (Bird Island & Sunken Island): A small-scale amendment (~49.72 acres) to change not-classified Bay islands to Natural Preservation to formalize environmental protection; staff highlighted bird habitat and coastal/high-hazard areas. Presenter: Erica Larson. - HC/CPA 26-05 / 26-06 (Dorman Road): A large-scale, privately initiated USA expansion (~190 acres) and Res-1 to Res-2 land-use change increasing potential housing capacity substantially. Presenter: Lilyann Linehan. - HC/CPA 26-07 through 26-09 and 26-10: A series of privately initiated small-scale amendments in multiple locations proposing conversions to Light Industrial Planned (LI-P) in some cases and residential-density increases in others; staff described the existing contexts (flood zones, adjacent uses) and potential impacts on allowable square footage. - HC/CPA 26-11 (Corridor Preservation Plan): A publicly initiated text amendment adding the Fort Hamer interchange on I-75 to the corridor map to align with the TPO's Access 2050 long-range plan; staff noted the interchange is listed as an unfunded LRTP need.
Staff emphasized that several of the requests (particularly USA expansions) would trigger water/sewer connection requirements and that adoption would require subsequent public hearings and potential LDC coordination. Commissioners generally asked technical questions about locational criteria, infrastructure timing and how the changes would affect downstream plan elements. No formal actions were taken on these briefing items at this meeting.
