Vinton City Council approves fireworks, permitting ordinances and multiple project payments

The Vinton City Council on Sept. 11 approved several ordinances and municipal actions, including second consideration of a fireworks ordinance, new public-hearing requirements, and updates to cigarette and tobacco permitting. Other approved actions included appointing Gary Shing to the airport commission to fill a vacancy, authorizing a special-event permit for the Shellsburg homecoming fireworks on Oct. 3, 2025, setting trick-or-treat hours for Oct. 31 from 5 p.m. to 8 p.m., and adopting a resolution to name the stretch of Highway 15 from West Union to Vinton the Sergeant Jim Smith Memorial.
Councilors recorded motions and seconds on each item; when a formal roll call occurred, present members answered in the affirmative. No formal dissenting votes were recorded in the transcript for the items moved to a vote. For items that drew operational questions—such as the wastewater payment and pump procurement—council members asked staff to circulate construction schedules and vendor service information to elected officials before work continues through the winter.
The council indicated staff will continue to provide updates on the wastewater and water projects and circulate related schedules and specifications to the full council.
