Putnam County hears forestry briefing on drought, discusses voluntary burn advisory and possible ban

Putnam County commissioners heard from Jason Foche of the forestry service about current drought conditions and fire risk and discussed criteria for issuing county burn bans or advisories.

Foche told the board the county is experiencing unusually dry conditions this early in the year and that fire behavior factors such as wind and humidity would influence any decision to impose restrictions. "We're dry in a pretty severe drought," he said, and agreed staff should monitor weather and fire indexes closely.

Commissioners described the decision to set a burn ban as a collaborative, professional judgment involving fire departments and forestry officials. "When we decide to take the burn ban off, I made a phone call to Mr. Foch and said, 'Hey, what do you think?' He says, 'I think tomorrow we may see a little rain. If we don't see rain, then I'm going to sit down with the board chair again ... and go, hey, it's probably time again,'" one commissioner said, describing the practice of coordinating with fire professionals.

County staff said the forestry service can issue permits that can override a local ban for certified agricultural burns and noted some recent fires had causes that a burn ban would not have prevented (for example, power-line ignitions). Commissioners urged a public education approach now and signaled they would be prepared to impose a ban if professional advice warrants it.

No formal ban was adopted at the meeting; staff and forestry representatives agreed to continue monitoring conditions and to coordinate any future public messaging or regulatory action.
