House amends omnibus military-affairs bill, removes Gold Star definition for further study

For the Adjutant General provisions, the bill replaces legacy references to "Adjutant and Inspector General" with "Adjutant General" and includes gender-neutral conforming changes. Representative Stone said the changes "bring our statutes up to date and strengthen the way our state recognizes and assists those who have served."
Member testimony came from Legislative Council, the Vermont Office of Veterans Affairs and other stakeholders; the House Government Operations and Military Affairs Committee reported H.917 favorably 11-0-0 and Ways and Means reported the bill "ought to pass." During floor debate the member from Burlington and others offered a floor amendment to strike sections 40 and 41 that would have added the Gold Star-family definition, arguing the sensitive subject required additional time for discussion. That amendment passed on a voice vote after committee members reported a straw poll backing the change. The House then ordered third reading.
Representative Paige (member from Newport City), speaking for Ways and Means, said the hiring-preference provisions are limited in scope (applying to law-enforcement point‑based examinations) and have no fiscal impact to the state. The bill's effective date for most provisions was reported as July 1, 2026.
By removing the Gold Star-family language for further consideration, the House left that subject for more detailed review while advancing the remaining omnibus provisions related to titles, hiring preference and parking for disabled veterans.
