Putnam County commissioners voted unanimously to adopt ordinance 2026-008, rezoning 0.57 acres at 147 Philips Derry Road from commercial retail (C2) to commercial general (C3) to permit outdoor storage. Staff told the board the parcel is designated commercial in the comprehensive plan, appears outside mapped wetlands and lies in FEMA flood zone X, and that the planning commission unanimously recommended approval at its Feb. 11 hearing.
The rezoning request was filed by property owner Albert Miles Jr. with agent Teronica Miles. The board was told that, if approved, the project would still require a subsequent review by the development review committee before any construction or permitting under the C3 district.
No members of the public spoke in favor or in opposition during the hearing. After a motion and a second to adopt ordinance 2026-008, the chair called the vote: "All in favor say I." The clerk recorded the ayes and the motion carried unanimously.
The ordinance references existing Putnam County land-development code provisions and includes typical severability and effective-date language. Staff emphasized that municipal and state permitting and any required site improvements remain conditions before any outdoor storage operations begin.
The board provided no additional conditions at the meeting; staff said they would proceed with the development-review step required for permits and return with any permit-level details as required.
