San Rafael introduces ordinance to require online filing of FPPC campaign disclosures

Staff explained the ordinance would streamline a historically manual process in the City Clerk’s Office and make campaign filings more quickly accessible to the public. The presenter said netfile is compliant with FPPC requirements and already in use by the county and many nearby cities.
Council members asked whether the system supports electronic signatures; staff replied that filers will be able to upload filings from home and wet signatures are no longer required.
The council voted to introduce the ordinance, waive further reading and refer it by title only; the deputy city clerk read the ordinance title to add chapter 2.09 to the municipal code to require electronic and paperless filing of FPPC campaign disclosure statements.
