Supervisors debate Human Relations Commission funding and drop $25,000 ACCOC membership

Supervisor Spitzer argued the county benefits from ACCOC participation and that the county should remain a member to stay engaged with city-led policy work; Supervisor Nelson said he questioned paying a city membership fee from county funds because the county is not a city and viewed the $25,000 as a substantial outlay. After extended discussion the board moved and voted to delete the $25,000 ACCOC membership from the CEO-controlled budget.
Separately, supervisors debated whether the county should set aside additional net county cost for the Human Relations Commission or continue the existing arrangement in which council-managed contracts supply commission staff and services. Some board members urged caution about appropriating unspecified additional funds without a clear operational model; others sought to "reserve options" so a future majority could direct funds without requiring a supermajority.
County counsel and budget staff explained that the board can appropriate a placeholder amount subject to later allocation and that any reallocation would follow normal appropriation rules; staff said they would return with more historical budget detail for the council and commission.
The board recorded straw votes on CEO-controlled items and the ACCOC membership deletion was reflected in the budget notes for final adoption.
