Board opts to fill Trustee Area 1 vacancy by provisional appointment; also approves resolution supporting Proposition 2

The board discussed options to fill a vacancy in Trustee Area 1 after the resignation of Trustee Caitlyn Tiffany, effective Aug. 16, 2024. Staff explained that because of calendar timing, a special election would be required and would likely be costly; alternatively, the board can make a provisional appointment within 60 days and must publicize that appointment in a local paper, after which a signature‑gathering petition could force a special election within a 30‑day window.

Staff described the district's usual provisional‑appointment process: advertise the opening to eligible residents of Trustee Area 1, accept applications (staff proposed a September 25 deadline) and interview candidates at the Oct. 1 board meeting with an oath of office given if a provisional appointment is made. A board member said they favored appointment for fiscal prudence and moved to fill the vacancy by appointment; the motion passed on a unanimous voice vote.

Separately under new business, staff briefly outlined California Proposition 2 (a state school facilities bond) and CSBA's request that districts consider a supportive resolution. Staff cautioned there is no guarantee of near‑term funding and described the state reimbursement process. A board member moved and seconded a resolution supporting Proposition 2; the board approved it by voice vote.
