The Ascension Parish finance committee approved a wide range of contracts, amendments and cooperative agreements during its March 10 meeting at the Central Parish Courthouse.
The approvals included intergovernmental support for the 31st annual Junth music festival, multiple construction change orders for roundabout and road projects, renewal of SCADA support services and legal service contracts, and several cooperative agreements with the Louisiana Department of Transportation and Development (LA DOTD).
Why it matters: The packet included a mix of operational maintenance, capital projects and design work that will affect parish roads, utilities and parks, as well as routine legal and HR services. Several items tie the parish to multiagency projects with LA DOTD and to contractors whose work directly affects the public right-of-way.
Key approvals and outcomes (votes recorded as ‘motion passes’ in the meeting): - Intergovernmental agreement with the city of Dinosville for the Junth music festival, $10,000 — approved (motion by Mr. Robera, second by Mr. Lonzo). - Amendment No. 1 to the master services contract with Joey Chibido Drain Cleaning and Plumbing LLC to increase compensation by $150,500 (new not-to-exceed $200,000) for Parish Utilities water leak and distribution repairs — approved. - Renewal of supervisory control and data acquisition (SCADA) support with Triton Controls and Engineering Inc., one-year term starting April 17, 2026, $150,000 — approved. - Acceptance of the lowest responsive bid from Danton Bruce Builders for the Oak Grove Park pavilion, $132,550 — approved. - Multiple change orders to Triumph Construction LLC for the PR 929/930 roundabout (an $86,754 exploratory excavation addition and an approximately $3,769 CAD/survey addition) — both approved. - Change Order No. 3 for M&J Civil Construction (Dutchtown rear access road) adding five days for unsuitable material; time-only change — approved. - Renewal/extension of legal services contracts with Goodlord Feist & Kishnich (contract cap reported as $395,000) and Keen Miller LLP (cap reported $8,000 for retiree trust work) — both approved.
Committee members asked routine questions on several items. For the LA 3127 extension design services amendment, Chair Oliver requested a full update; staff said the amendment covers environmental assessment work and that proposals for a consultant team are due next Thursday. "We are extending the contract to tie up loose ends and ... proposals are due next Thursday," staff said.
Parish President (Clint) was authorized to execute multiple agreements, including utility relocation work with Ascension Parish Water Company near the LA44/Parker Road roundabout (reported amount $103,264.61) and several LA DOTD cooperative endeavor agreements for projects along LA73.
What’s next: Most items approved were routine contract actions or time extensions; several design and right-of-way projects will proceed with consultant selection or further DOTD coordination. The committee received HR and finance reports and adjourned after reviewing the contract report and new position requests.
Votes at a glance: motions on each agenda item were recorded as passing in the meeting; no roll-call tallies were read into the record.
