The Garfield Mayor's Council on March 25 adopted three ordinances on final reading addressing outdoor dining and handicap parking.
First, the council passed Ordinance 3061 (R-169-25), repealing the emergency outdoor-cafes ordinance the city adopted during the COVID emergency. Councilors noted the governor's emergency order has expired, and no public comments were offered during the hearing.
Second, Ordinance 3062 (R-170-25) was adopted to adjust outdoor dining regulations for the city, including the season of operation and applicable fees for establishments that created outdoor dining spaces during the pandemic. The council stated the changes respond to requests from businesses seeking to retain outdoor seating arrangements.
Third, Ordinance 3063 (R-171-25) was adopted to clean up the municipal code language specifying where handicapped parking signs can be placed. Council members clarified that the amendment is a wording cleanup and does not create a process for issuing driveway-only placards; an investigation is required when a request for a driveway placard is made.
The mayor opened public hearings for the ordinances; in each case there were no public speakers and the motions to adopt passed on roll call. The council indicated that affected businesses and residents will be able to review the final ordinance text and that standard enforcement and permitting processes apply.
