At its Oct. 21 meeting the Roseland Borough Council adopted multiple ordinances (including salary and road bond ordinances) and introduced three new ordinances (yard-waste bags, engine-brake ban, and fence/retaining-wall amendments); most votes were unanimous.
The Roseland Borough Council on Oct. 21 adopted a package of ordinances and introduced three additional measures for later public hearings.
Adopted ordinances (final votes recorded at the meeting): • Ordinance 33-2025 — Repeal and replacement of salaries and compensation for non-union borough employees for 2025; public hearing opened and closed with no speakers and the council adopted the ordinance by roll call. • Ordinance 34-2025 — Bond ordinance appropriating $620,000 for 2025–26 road improvements and authorizing issuance of $589,000 in bonds; public hearing received no comment and the council adopted the ordinance by roll call. The ordinance will take effect as provided by law after publication. • Ordinance 35-2025 — Amendment to fees for tier-one nonprofit athletic groups using outdoor facilities; adopted after a public hearing with no speakers. • Ordinance 36-2025 — Change to the Municipal Alliance Committee’s youth guidance subcommittee reorganization month (January to July); adopted after hearing. • Ordinance 37-2025 — Redevelopment plan for 7 Becker Farm Road (see separate coverage).
Introduced ordinances (public hearings scheduled Nov. 25 unless otherwise noted): • Ordinance 38-2025 — Amend Chapter 15 to mandate biodegradable paper bags for yard/biodegradable waste (introduced; hearing Nov. 25, 2025). • Ordinance 39-2025 — Amendment to noise ordinances prohibiting engine brakes ("Jake brakes") boroughwide (introduced; hearing Nov. 25, 2025). • Ordinance 40-2025 — Amendments to fence and retaining-wall provisions of the land development ordinance; referred to the planning board for master-plan consistency and set for a public hearing.
Council also approved routine resolutions including the Oct. 15 bill list and a set of administrative resolutions (365–371-2025). Where recorded, roll-call votes registered all members present voting in favor of the adopted ordinances.
