Council introduces ordinances to expand committees and create a residents advisory board

The Garfield Mayor's Council on March 25 introduced two ordinances to change how resident input and advisory committees are structured.
Ordinance 3064 (R-167-25) would amend the municipal code for boards, committees and commissions, including a change discussed to the number of event-committee members. Deputy Mayor Kane explained the motion and the council approved introduction on first reading.
Ordinance 3065 (R-168-25) would add a new article establishing a residents advisory board. Council members described the proposed structure as 12 members — two members from each ward plus a president and vice president — who would conduct neighborhood surveys and report back to the council. Applications will be accepted and appointments made by the mayor and council; the mayor and council indicated they plan to advertise the positions and accept applications once the ordinance is finalized.
Deputy Mayor Kane and other councilors framed the board as a tool to identify and prioritize local issues so the council can respond more promptly. Both ordinances were introduced on first reading and scheduled for a final hearing on April 8, 2025.
Councilors asked whether the advisory board would be open to all residents; the answer at the meeting was that an application would be required and appointments would follow the process established in the ordinance.
