Perris Union High trustees schedule Dec. 12 governance workshop, seek data-driven policy approach

Trustees of the Perris Union High School District on Saturday used a study session to dig into board roles, policy levers and the route from idea to implementation, agreeing to a follow-up governance workshop on Dec. 12 to continue policy work and budget planning.
The session featured a facilitated presentation on ‘‘effectuating governance’’ that framed the board’s primary responsibilities as setting mission and vision, policy oversight, community leadership and holding the superintendent accountable. The presenter told the board to ‘‘assume positive intentions’’ in discussions and to route program ideas through staff for feasibility, funding and placement in the Local Control and Accountability Plan (LCAP).
Why it matters: trustees and staff said the district must align proposals with the LCAP and budget cycle and be intentional about evidence and equity. Presenter guidance repeatedly emphasized that policy decisions — such as changes to graduation requirements, dual‑language programs or expanded extracurricular pathways — carry budget and staffing implications and should be grounded in research and practicable funding sources.
During the meeting trustees raised concrete program ideas they wanted staff to explore, including arts instruction (violin), an urban‑aviation/drone pathway and expanded technical/media pathways. The presenter recommended staff assess capacity, funding and scalability and, where appropriate, include pilots or grants in the LCAP. "Bring your ideas forward, let the staff assess and analyze, put it in LCAP, fund it, measure it and hold the overall system accountable," the presenter said.
Trustees also asked the superintendent’s office to check district policy and state guidance on trustee compensation and return with a timeline and options. The board agreed to place trustee compensation and several policy items on a future agenda; staff said some changes could require community engagement or ballot timing.
The meeting closed with trustees scheduling a longer, working workshop on Friday, Dec. 12 — a morning session for policy work with a midday working lunch, followed by the district "state of the district" evening presentation — and a promise from staff to return with written analyses and options.
What’s next: Staff will evaluate program proposals for funding and capacity, prepare a policy packet in advance of the Dec. 12 workshop, and provide the board with the legal/administrative analysis on trustee compensation and any required public-notice steps.
