City hires REI Engineering for Thomas Street site investigation amid dioxin concerns

The Wausau Finance Committee on March 10 approved a sole-source contract with REI Engineering to perform a site investigation for parcels in the Thomas Street corridor (DNR BRRTS number 02-37-98599).
Staff told the committee REI was selected because of local experience, including work on the adjacent rail corridor and prior dioxin investigations in the same area. A committee member noted Ramble (a firm that performed earlier testing) had familiarity with the site and asked why Ramble was not invited to bid; staff replied Ramble’s phase-2 estimate had been high (about $100,000) and that Ramble lacks the same local dioxin experience, while REI’s local presence was judged helpful given a tight DNR timeline.
"They do have unique knowledge because they did the rail corridor remediation and investigation for us too, which is in that immediate area," staff said of REI.
The proposal under consideration was approximately $31,000. Staff suggested potential funding sources could include ARPA allocations previously made to the Community Development Authority if parcels later proceed to remediation and redevelopment.
The committee approved the sole-source award and asked staff to confirm funding sources and to proceed with the investigation.
