Staff reports: sealed-bid land sales near Beaver Loop; leases, airport study, and local grants discussed

City planning staff told the commission on March 11 that a recent sealed-bid auction tentatively sold three parcels near the Beaver Loop gravel pits and that any development will require conditional use permits.

"We had a successful sealed bid auction ... and we sold tentatively or conditionally, I should say, three parcels over the Beaver Loop acres near where the existing gravel pits are," Director Butner said. He added that parcels sold through the auction will require additional planning and engineering before coming to the conditional use permit stage.

Butner also reported several competitive land-lease applications currently in public review, noting one closing at the end of March and another in the first week of April. He said the city had, for the first time in his tenure, seen competitive interest concerning the same piece of land.

Commissioners later discussed a street condition assessment showing roughly two-thirds of paved roads rated in good or better condition, the purchase of new permitting software to replace older systems, funding awarded to libraries for a digital pathways program, and consultant funding to evaluate natural gas storage opportunities on Kenai Municipal Airport lands. Commissioners also noted a matching grant to help the Alaska Children's Institute build a paved parking lot, with city funds expected to cover a smaller portion of the project while the larger share came from external donors (a combined figure of about $50,000 was discussed informally at the meeting; staff did not provide an exact award breakdown in the transcript).

No formal votes were taken on these program or study items at the March 11 meeting; the items were reported for commissioner awareness and potential future action.
