Belmar details Fifth Avenue repairs; NJEDA to host small-business workshop ahead of bridge work

Belmar officials told the borough council that major roadway, sewer and drainage work is planned for Fifth Avenue between Main Street and Sea Street, with construction expected to begin on or about Sept. 15, 2025.
Councilwoman Diamond described the project as a combined roadway resurfacing and utility-replacement effort that includes curb and sidewalk improvements, upgrades to ADA ramps and storm drainage. She said the project is partially funded by an NJ DOT municipal-aid road-improvement grant that was applied for and awarded to the borough in 2022. "The improvements include roadway pavement, curb and sidewalk improvements, addressing ADA compliance at handicap ramps, replacing utility infrastructure as needed, and upgrading the storm drainage system," she said. She cautioned that while the roadway will remain open during much of the work, there may be periods of single-lane alternating traffic or temporary closures.
Property owners on Fifth Avenue will receive mailed notices and information will be posted on the borough website; Councilwoman Diamond provided contact names for questions, including Chief Inspector George Allen and James M. Morris at the Morganville office.
Separately, council members said Belmar and Avon have been working with the New Jersey Economic Development Authority to plan an information and application-assistance session for small businesses affected by upcoming bridge work. The NJEDA event is scheduled for Tuesday, Oct. 7 from 9 a.m. to 11:30 a.m. at the Taylor Pavilion in Belmar. Officials said NJEDA staff will reach out ahead of the session to assist business owners with grant applications and other state partner resources.
Council members emphasized the outreach is aimed at helping small businesses prepare for an anticipated temporary bridge closure in 2027 and to reduce application barriers by providing in-person assistance at the Oct. 7 session.
No construction contracts were awarded at the meeting and no final construction schedule beyond the approximate start date was adopted; residents were advised to watch for mailed notices and online updates.
