He said the proposed survey will ask whether residents prioritize pool repairs, new rec center features, and whether they would accept membership or fee models.
Councilmembers pressed for clarity about affordability and after-school access, noting some families rely on free after-school use of the rec building. "That's not something that we — is that survey going out at some point?" one member asked; Scott said it is expected to go out within a month. Members said fee scenarios are a "what-if" at this stage and emphasized the value of clear survey language and data before pursuing membership models.
No formal decision or change to service was made; the council directed staff and the parks board to proceed with the community survey and return with results and recommendations for council consideration. The parks director confirmed the survey will include questions about priorities and possible fee structures, and councilmembers suggested researching grant or funding options before adopting any fee-based approach.
The council will review survey results and any recommendations at a future meeting.
