Wake County staff and outside demographers presented a 10‑year student membership forecast and an associated facilities-utilization review to the facilities committee.
Presenters from Carolina Demography and Demographic Analytic Advisors described their methodology (grade‑progression/cohort change ratios plus a kindergarten estimate based on lagged births) and said Wake County Public Schools has seen a recent decline in average daily membership (ADM). They cited several drivers: expansion of opportunity‑scholarship/private school options, lower foreign‑born migration and a decline in live births that will reduce kindergarten cohorts in coming years.
The forecast still projects that WCPSS will serve the majority of school‑age students (staff presented a roughly 74% market share figure), but staff said the district is likely to need fewer new seats than earlier projections implied and should emphasize renovations and capacity optimization where feasible.
Using the forecast, staff outlined a process to address underutilized and multitrack year‑round schools. Rather than proposing immediate calendar changes, staff will hold a series of virtual community information sessions and regional “thought exchanges” between March 10 and April 5, then return to the facilities committee with recommendations at the April 14 meeting and potential board action in May. Candidate schools listed for possible track reductions include Heritage Elementary and Middle, multiple southern‑area (Holly Springs) schools including Rex Road and several northwestern schools such as Pleasant Grove and Sycamore Creek; staff emphasized that these are preliminary and subject to community feedback.
Board members generally welcomed the focus on renovations and asked for nimble timelines and clear data; staff said calendar changes should ideally be decided at least two years in advance to allow families and staff to adjust, though shorter timelines have been used in the past.
