City staff recommended a hybrid, pay‑as‑used arrangement to provide a senior HR consultant available for advice on employee issues, policy review before items are presented to council and limited recruitment support. "If you approve it just like it is, it would be not to exceed $26,860 for this fiscal year," the city administrator said during the presentation, describing the amount as a ceiling rather than an expected spend.
Council members said the arrangement gives the city a safety net while its in‑house HR capacity grows. One council member said the model was preferable to hiring a full‑time person immediately, noting the consulting model allows the city to pay only for hours used. Staff said CPS has a Texas office and a government‑focused team.
The motion to authorize the contract was moved and seconded and passed; the record shows at least one named no vote. Council directed staff to track use and report back during the budget process so the council can evaluate ongoing need and set an appropriate line item in next year’s budget.
The agreement covers the remainder of the current fiscal year; staff said they will return in six months with a usage report and recommendations for FY2027 budgeting.
