Committee authorizes DPW to seek lead-agency status for County Route 157 corridor improvements

The Conservation, Sustainability and Green Initiative Committee on March 24 voted to authorize the Department of Public Works to seek lead-agency status for the County Route 157 (Newer Road) corridor improvement project, clearing a procedural step needed to progress design and permitting.

Commissioner Arando requested the formal authorization after noting a 2003 procedural omission in which letters had been circulated but a formal legislative request to seek lead agency was not filed. "I noticed that we had forgotten to dot an eye and I wanted to come here and make the formal request," he said, asking the committee to approve the action.

Committee members asked whether additional legal notification is required given earlier outreach; presenters said the original letters had been sent and that the county attorney and senior resource planner should be consulted on any legal notification requirements. The committee then moved and seconded the authorization and approved it by voice vote.

Members also discussed local impacts and timing. A committee member who lives in the affected district asked about construction timing; Commissioner Arando said, "Right now it's scheduled for 2027, not spring of '27, but more like midsummer to start. And it's expected to go into 2028." He confirmed plans include a roundabout at the Washington Avenue extension and upgrades to traffic signals with video detection to improve corridor coordination.

The committee recorded the motion and voice vote approving the authorization, allowing DPW to continue outreach, finalize design work and pursue the formal lead-agency designation required for subsequent permitting and procurement steps.

The committee moved on to a separate agenda item after the vote.
