Sunbury Council approves pavement-management and park-inspection contracts; annexation receives first reading
Summary

At its March 18 meeting the Sunbury City Council approved two formal resolutions and handled multiple readings.
The council voted 7–0 to approve resolution 2026.05, authorizing an agreement with Pavement Management Group for pavement assessment and pavement-management services; the vote was recorded by roll call and the motion passed unanimously.
Council also voted 7–0 to suspend rules and approve resolution 2026.07, authorizing construction administration and inspection services with Environmental Design Group for J.R. Smith Park improvements; staff said construction activity will ramp up next week and the inspector will be on site.
On first reading the council considered ordinance 2026.07, accepting a petition to annex roughly 95.982 acres in Trenton Township (property owners listed on the petition). The annexation reading included emergency language; residents in public comment later questioned the use of emergency declarations and asked why full ordinance details were not posted online. City Attorney Breen and staff explained that emergency language is commonly included with annexations and described annexation as an early jurisdictional step that precedes zoning, a development plan submission and a development agreement.
No final annexation vote or site-development approvals occurred March 18. Council announced a special meeting March 25 at Big Walnut High School and accepted a fact-finder's report after an executive session, recording a unanimous vote to accept the report and then adjourning the meeting.
