Norfolk Public Schools on April 1 reviewed an updated Perkins (CTE) plan that emphasizes industry-aligned credentials, expanded computer-science coursework and strengthened work-based learning.
Miss Goan, who presented the overview, told the board the division earned 2,336 industry credentials last year across roughly 1,980 students (some students earn multiple credentials) and that the Perkins budget prioritizes equipment and technology. "CTE is expensive to run," she said, noting that about 58% of the grant typically funds equipment and technology while roughly 29% covers contract services such as paid internships and credential testing.
The plan includes expanding computer-science instruction from elementary grades through high school to align with artificial-intelligence initiatives, piloting AP career-and-technical courses (AP Computer Science, AP Cybersecurity and AP Business and Economics), increasing dual-enrollment and launching cohorts where students can earn an associate degree concurrent with a high-school diploma.
Goan described the division's move toward higher-value adult-rated industry credentials that employers recognize. She said program evaluation relies on federal and state benchmarks, business-partner review of pathway curriculum, and student and employer feedback.
Board members asked about targeted specialty programs and how the division measures pathway effectiveness; Goan said annual data dives, partner feedback and rotating pathway reviews ensure alignment with labor-market demand. No formal vote was taken; the Perkins plan will be included on the consent agenda for board action at the April 15 meeting.
