McCall — The City Council approved a staff-drafted agency comment letter to the P Lakes Recreation Water & Sewer District on its proposed density policy. The letter, presented by Michelle Grunvelt, community and economic development director, requests clearer definitions and transparency about assigned densities, accessory-structure definitions, fee assessment procedures and annexation criteria.
Grunvelt told council the draft letter reflected a multi-department staff review and included requests to acknowledge that the sewer system serves multiple jurisdictions and to clarify technical items so staff and the public can understand the basis for density assignments. "The policy itself doesn't really acknowledge that it exists within communities and jurisdictions," Grunvelt said, urging more clarity. The letter also references a memo assessing anticipated sewer discharge for a proposed hangar development at the airport and asks the district to consider consistency across jurisdictional definitions (city, county, IRC) on accessory structures and related fees.
Council members praised the tone of the letter, describing it as cooperative rather than adversarial. A motion to approve the agency comment letter and authorize the mayor to sign carried on a roll-call vote (all yes). Staff will transmit the letter within the district's 30‑day comment window.
