Committee advances DLIR‑backed bill to remove state hoisting‑machine certification and align inspection timelines with federal standards

The House Consumer Protection & Commerce Committee on April 1 voted to pass SB 3144, an administration bill that would repeal the statutory requirement that the Department of Labor and Industrial Relations regulate hoisting machines and certify their operators and would dissolve the Hoisting Machine Operators Advisory Board.
Trip Matayoshi, identified in committee testimony as Director of the Department of Labor and Industrial Relations, told the committee the department supports the bill and described the current oversight as duplicative. Committee members discussed the effective date and the director said either "upon approval" or July 1, 2026 would be acceptable; the committee selected July 1, 2026 as the effective date during decision making.
Chair Mattayoshi recommended the committee pass the bill with amendments to set a clean effective date; the committee adopted the recommendation.
