School board legislative panel adopts S3D plan to push outreach and action

The Beaufort County School District Legislative Committee opened its first meeting of 2025 by adopting a new operating approach the chair summarized as “S3D” — Search, Discover, Discuss and Develop next steps — intended to shift the panel from reaction to proactive outreach and advocacy. Chair said the aim is to "not only respond to things that come to us, but we also solicit from the board, from the administration" and to produce clear recommendations for the full board.
Committee members described S3D as a behavioral protocol: committee members should actively search the community for emerging issues, discover and share legislative items and data with the group, encourage candid discussion that expands participation, then develop concrete next steps to present to the board. The chair said the committee will distill frequent policy signals into a short executive summary staff can use for briefings.
The committee scheduled a working meeting for February 26 to "drill down and go into details," and asked each member to identify the local entities they will engage — city and county councils, homeowners associations, chambers and service clubs — and to return with that list at the next meeting. "We're not discussion oriented. Actions and outcome," the chair said, urging members to treat outreach as part of their governance duties.
At the start of the meeting, the committee approved the minutes of the Dec. 5, 2023 meeting; the motion was moved by Miss Gordon and seconded by Pastor Gordon and recorded as approved by voice vote.
The committee also discussed bolstering partnerships with neighboring districts and regional officials; chair noted a recent peer-to-peer meeting with superintendents and CFOs from Charleston and Horry counties and said the district will pursue tangible cooperative steps. The panel identified marketing district programs to realtors and community groups as an immediate outreach tactic.
The committee closed by confirming the Feb. 26 meeting, assigning members to return with named outreach targets and data requests for staff to prepare.
