A commissioner proposed that the Planning & Zoning Commission impose a one-year moratorium on new self-service storage facilities while a small committee studies appropriate locations and how the city should regulate the use.
The proposer said past experiences with storage siting had caused public concern and offered to chair the study committee, which would work with OPED and report back with recommendations for zoning or other actions. Commissioners discussed quorum rules for committees and whether eventual code changes would need city-council approval. Several commissioners were asked to volunteer; the chair said the committee may include three to four members and that OPED would report to the group.
The proposal at this meeting was a directive to research and form a committee for study only; no moratorium ordinance or formal code change was adopted at the meeting. Any recommendation for a moratorium or ordinance would require subsequent staff work and, if appropriate, referral to the City Council.
