Advisory committee seeks clear budget rules and raises station maintenance and Bluebird Trail safety concerns

The Fire Advisory Committee discussed several fiscal and facilities concerns on April 7, pressing for clearer processes for budget preparation, station maintenance funding and a local road-safety project.

Brendon Dale asked the committee to investigate the condition of Bluebird Trail, noting it is damaging apparatus and proposing contact with ARCO and city/county public works to seek maintenance or access improvements. "It just beats the crap out of everybody's rigs," Dale said, urging the committee to make the issue a project for follow-up.

The meeting turned to budgeting. Diane (last name not provided) explained the standard budget process and the need to submit a memo for any line-item increases, and she said the budgets for departments were due March 20. "When we get the budget, they say that the budget is due at a certain date, you get what was spent last year, and we have to do a memo...of any line item that needs to be increased," Diane said.

Members asked why repairs to government-owned fire stations have sometimes been paid from fire budgets rather than from the general fund. Jake Hanley and others said unclear district boundaries and revenue visibility have made it difficult for volunteer departments to plan budgets. Lee Sullivan said recent GIS work has begun to clarify district lines and assessments but acknowledged the work is recent and has complicated prior budget cycles.

Committee members agreed to seek a concrete explanation from budget staff and trustees on how station maintenance costs are allocated and to encourage volunteer departments to request historical expenditure data in advance of next year’s budget cycle. The group also agreed to add Bluebird Trail and station maintenance items to future agendas and to make follow-up contacts with ARCO and public works where appropriate.
