Delaware County TI board approves cooperation agreement with Licking County on County Line Road projects

The Delaware County TI board voted to accept a cooperation agreement with Licking County and the neighboring transportation districts to document joint responsibility for improvements along County Line Road, the board’s chair said at the meeting.

“This agreement basically sets forth our intent to cooperate on those as we’ve already determined, but this puts it in writing so that there’s a record of it,” said Chris Boserman, Delaware County Engineer and chair of the TI board, introducing the measure.

Boserman said the projects covered include four coordinated segments along the county line—work that will include three roundabouts and widening tied to a Silicon Heartland grant received by Licking County. He described the agreement as a formal record of an arrangement the jurisdictions had already been pursuing.

A motion to accept the resolution was made, seconded and carried after a voice vote. The transcript records at least one member saying, “I opposed,” but individual vote tallies and member names are not specified in the record.

The agreement aims to clarify roles among Delaware County, Licking County and the affected transportation districts for design, right-of-way coordination and construction oversight. Boserman said he would answer questions and asked members if there were concerns about the map legend (an item-number labeling error on the map will be corrected with ODOT), and the board moved forward with the understanding that the map would be fixed.

By approving the cooperation agreement, the board formalized a jurisdictional approach that planners said will coordinate roundabout construction and adjacent widening already tied to Silicon Heartland funding and related ODOT coordination.

The board then moved on to schedule items, confirming plans to prioritize an April meeting for budget approval and officer reorganization.
