Clive's City Council on a unanimous vote approved three intergovernmental agreements with neighboring Urbandale meant to deepen regional fire and emergency medical services cooperation and lower long-term costs.
City staff outlined the package: an apparatus exchange that sends Clive’s ladder truck to Urbandale in return for an engine (with a cash adjustment), an updated closest-unit response 28E agreement to align apparatus and staffing, and a fleet maintenance and service agreement allowing Clive to use Urbandale’s maintenance facility and tracking systems. Staff told the council the arrangement will shorten out-of-service time for large apparatus and reduce long-term capital expenses.
Council members praised the partnership and stressed the cost-savings and reliability benefits. One council member asked about a discrepancy in the shop-fee figures; staff confirmed the budget memo contained the correct numbers. Officials said the arrangement builds on collaborations that began with a joint standards-of-cover study in 2017.
The council approved each resolution by voice vote, with minutes recording each passage as four to zero.
The agreements require implementation steps by staff and intercity coordination; staff said they expect the swap and service-sharing to reduce downtime for critical apparatus. The council thanked Urbandale leaders for their partnership and directed staff to proceed with intergovernmental implementation.
