Baltimore County Planning Board approves FY2027 capital budget, amends transmittal letter

The Baltimore County Planning Board voted March 5 to approve its recommended FY2027 capital budget and the FY2028–2032 capital improvement program, and approved a targeted wording change to the board’s transmittal letter before sending it to the county Office of Budget and Finance. The action clears the board’s formal recommendations for the county budget process.

Chair Scott Halupka read the revised second paragraph of the transmittal letter and explained that the planning board recommends "prioritizing these existing capital needs in both current and future funding allocations over the construction of new facilities or projects, with a strong emphasis on replacing aging facilities and infrastructure that require extensive maintenance and repairs that do not currently address the needs of the communities." Board member Emily (identified in the transcript by her raised hand) had proposed removing the words "so" and "they" to clarify whether the modifier applied to repairs or to aging facilities; Halupka moved the precise edit and the motion was seconded and adopted by roll-call vote.

Later in the meeting, a separate motion to approve the FY2027 capital budget and the FY2028–2032 capital program, together with the revised transmittal letter, was offered and carried by roll-call vote. Mr. Hecman announced a recusal on the school budget portion of the vote. The roll-call record in the transcript shows multiple board members voting in the affirmative; the motion passed.

Vice Chair Broofphy summarized the subcommittee process leading to the recommendation, noting citizen input meetings and agency presentations beginning in October and continuing through January and February. Halupka and subcommittee members emphasized the backlog of deferred maintenance cited in staff materials; Halupka read staff language noting substantial deferred road repairs and years of deferred maintenance in county buildings.

The board’s approval transmits its priorities to the director of the Office of Budget and Finance, which will consider the Planning Board’s recommendations during the county budget process.
