Forest Park council approves routine bills, licenses and contracts; adopts ADA plan

The Village Council of Forest Park on Monday approved a package of routine bills and a series of ordinances and resolutions, including the village's disposal of individual bill readings and adoption of an ADA right-of-way transition plan.
Clerk presented Resolution R-56-22 dispensing with the reading of individual bills and listing aggregate department payments and allocations totaling about $385,500. Commissioner Burns moved the resolution and Commissioner Maxam seconded; the council approved the measure by voice vote.
Council also passed Ordinance O-26-22 to create a Class A liquor license for Madison Park Kitchen. "I'll make that motion," Commissioner Burns said before the motion was seconded and approved with no discussion.
On a separate item, the council rescinded a prior ordinance awarding a water-reservoir contract to an original bidder and authorized awarding the work instead to the alternate responsible bidder identified in the agenda packet (transcript references "Midco") for specialized diving and marine services to inspect and remove sediment from two underground water reservoirs. Commissioner Nero made the motion; Commissioner Vog seconded and the council approved Ordinance O-27-22.
The council also approved Ordinance O-28-22 amending the village code dealing with trees, shrubs and vegetation in public ways, and Ordinance O-29-22 authorizing the purchase of a 2022 Pelican street sweeper (a purchase that prompted further discussion, summarized in a separate article).
On personnel and programs, the council granted routine approvals including the Salvation Army's Red Kettle campaign in Forest Park (Nov. 1 Dec. 24), banner and raffle requests from the Historical Society of Forest Park, a request by the Forest Park theater group to use the Grove for six August performances, and an entertainment license for Fior Pizza and Bakery at 7407 Madison.
Clerk read and Mayor Rory Hoskins attested to a proclamation declaring Sept. 19Sept. 25, 2022 National Rail Safety Week, citing 2021 U.S. rail-crossing and trespassing statistics included in the proclamation.
Votes on the items called during the meeting were recorded by roll call as affirmative on the record for Commissioners Burns, Maxam, Nero, Vog and Mayor Hoskins. No recorded dissents were announced during the meeting.
The council adjourned after commissioner reports and brief administrative updates.
