Roseland adopts biodegradable yard-waste rule, bans engine brakes and updates fence rules

Roseland Borough Council voted to adopt three ordinances on Tuesday after brief public hearings.
Ordinance 38-2025, which amends Chapter 15 of the borough code to require that yard waste be placed in biodegradable paper bags, was adopted following a short public hearing and a roll-call vote recorded by the borough clerk. "An ordinance to amend chapter 15 ... to mandate that yard waste be placed in biodegradable paper bags," was read by Mr. Watkins before the council voted to pass it.
Council also adopted Ordinance 39-2025 to amend section 3-2 of the borough code to prohibit the use of engine brakes commonly referred to as "Jake brakes." A resident who lives on Harrison Avenue prompted the request; the council opened a public hearing and then approved the ordinance as read.
Finally, the council adopted Ordinance 40-2025, which amends the Roseland Land Development Ordinance (Article 4, section 30-43.8) governing fences and retaining walls. No public comments were recorded on the fence ordinance before the council approved it by roll-call vote.
Each ordinance will be advertised as passed and "shall take effect as provided by law," the clerk announced. The clerk read the ordinances by title and the council moved, seconded, and recorded votes in each case.
The actions formalize local regulation on waste disposal practices, limit disruptive truck braking in residential areas, and clarify zoning standards for fences and retaining walls. The council scheduled public hearings for several other ordinances for Dec. 16, 2025. The meeting then proceeded to other business.
