Albany County approves Kalan Industries contract to pave about 31.4 miles of county roads

The Albany County Board of Commissioners voted unanimously to authorize an agreement with Kalan Industries for hauling and placing concrete on county roads as part of the 2026 paving program.
Commissioner Romano requested approval, saying, “This is our annual hauling and placing contract. We plan on paving 31.4 miles of roads this year. Kalan was the lowest bidder out of five bids.” The board moved and carried the authorization without recorded opposition.
Why it matters: the contract covers the county’s planned resurfacing program for the year and sets the vendor and procurement terms. During discussion a commissioner asked whether the work would reuse reclaimed millings. A staff member responded that “it is mostly… mill and fill but then there’s a couple where we're recycling the roads too and so then we're just paving over the recycled material,” and later said, “there are fuel price adjustments in the contract but the cost of our pavement… is fixed.” Those answers indicate the county expects some projects to use recycled material and that only operating fuel costs may vary under the contract terms.
What was decided: the board authorized the county to enter into the Kalan Industries contract; a motion was made, seconded and carried unanimously.
Next steps: staff will finalize the agreement and move forward with scheduled paving under the county’s capital/maintenance plan.
