Washington Unified School District trustees on July 24 approved a tentative collective-bargaining agreement with the California School Employees Association (Riverview Chapter 168) and adopted new salary schedules for classified and classified management staff effective July 1, 2025.
The board voted unanimously after hearing financial disclosures from Chief Business Officer Monique Soval and a presentation from Assistant Superintendent of Human Resources She Borges. Soval told the board the disclosed fiscal impact for the CSEA agreement was "1,626,591" and the classified management/confidential impact was "135,348." She Borges said the tentative agreement covers transfers, dues deductions, salary and compensation, benefits and safety provisions.
The agreement and schedules include provisions the district and CSEA said aim to boost pay and shorten the time it takes classified employees to reach top pay steps. In remarks to the board, Pagano Turn, vice president of Riverview Chapter 168, said the deal will bring "new safety gear" and "salary growth," and praised progress toward shortening the salary schedule so "no one should have to spend more than 10 years on a salary schedule to reach their top step." The board discussed implementation details and confirmed the district had submitted the required disclosure to the Yolo County Office of Education for review.
Trustees moved and approved the disclosure, the tentative agreement and the separate salary-schedule items by roll-call votes. Trustees voting in favor included Vice President Coffee, Clerk Castro, Trustee Hunt and Trustee Wong.
The district said the finalized contract documents and related fiscal exhibits will be included in the public record and returned for any remaining procedural steps. The board’s action authorizes staff to implement the agreed salary adjustments and related pay changes beginning with the 2025-26 pay period.
