During questioning Lady Taylor asked whether the graduate medical education provisions apply only to public university medical schools; Martin confirmed the language applies to the university system. The committee moved and seconded the substitute and approved it; the substitute was placed on the calendar for consideration under the modified structure rule.
The committee said combining multiple related measures into a single substitute enables floor consideration as the session advances.
