Council adopts fiscal plan and annexation ordinances for parcels set aside for wastewater site

The Crown Point City Council on April 6 approved a fiscal plan (resolution 2026-04-02R) and adopted the related annexation ordinance (ordinance 2026-03-08) for approximately 44 acres identified for a future city-owned wastewater treatment plant.
Greg Passi presented the fiscal plan and said, because the property will be tax-exempt, the plan shows no tax revenue from the parcels and only small incremental expenses allocated to the city. He described the city’s approach to annexation fiscal plans as consistent across cases to withstand potential challenges.
During the public hearing on the annexation ordinance, Joseph Valenti and longtime resident Carolyn Jurusik urged the council to consider slower growth and reflected concerns about rapid development’s effect on community character and school capacity. Valenti said development has been moving “lightning speed,” and Jurusik said she feared Crown Point could lose its small-town character.
After public comment, the council voted to adopt the annexation ordinance on second reading. City staff said the annexed property will be used for public infrastructure (the wastewater facility) and will proceed through planned implementation steps.
