Board approves LCAP, SELPA plan and 2025-26 budget; vets Measure M contracts to begin projects

At its June 25 meeting, the Pajaro Valley Unified School District board took several fiscal and planning actions: final approval of the 2025-26 Local Control Accountability Plan (LCAP), approval of the Special Education Local Plan Area (SELPA) annual service plan and budget, and adoption of the district's proposed 2025-26 budget and statement of reasons for reserves above the 3% minimum.
Christy/Chrissy Mlan presented the LCAP (item 9.1) noting the public posting period and county-office review. The board approved the LCAP after a public comment about Brown Act public-comment timing. Interim SELPA director Heather Mirin presented the SELPA plan (item 9.2) and trustees approved it for submission to the county office where it will be reviewed. Jenny M., the district chief business officer (presented earlier in the meeting), brought forward the proposed 2025-26 budget and explained multi-year projections had not changed since the public hearing; trustees adopted the budget.
Separately, the board approved facilities-related contracts tied to Measure M work. Trustees authorized a contract with Bill Maguire to provide Measure M facility support, one to two days a week, to help launch $315 million in bond projects while the district recruits a permanent CBO. In a special meeting recessed from the regular session, trustees approved Resolution 24-25-54 authorizing KA Services LLC to begin early Measure M projects including Rio Del Mar (Blue Park) work and preliminary modernization at Aptos High School sites.
Votes and next steps: trustees approved action items by majority votes. Staff said the LCAP and SELPA documents will go to the county office and that Measure M early projects will move into initial procurement and planning phases this summer. The district also announced an interim director of finance appointment as part of ongoing staffing changes.
