Ben LaCourse, representing applicants Ken and Sarah Hall, confirmed no building expansion is planned and said the SPUD specifically allows low‑impact personal service uses and cited the applicant’s intent to retain residential uses across the property.
Commission discussion was limited to clarifying questions; no audience members spoke on the item. Commissioner Brewer moved to approve and the motion passed 7‑0.
Because the project does not change building footprint or height, staff described it as maintaining compatibility with the surrounding residential area while allowing a limited ground‑floor commercial use. The commission recorded no conditions on the approval.
