Officials and developers presented a preliminary/final plat and site‑plan review for three outlots at the Marketplace during the Dec. 11 Committee of the Whole.
The proposal includes: a Valvoline instant oil‑change facility (lot one), a roughly 6,000‑square‑foot retail center featuring a Tropical Smoothie drive‑thru (lot two), and a Chipotle with a mobile order pickup lane (lot three). Staff said the applicant’s landscape plan exceeds village minimums, facade materials use face brick and cultured stone, and site lighting standards will be consistent across lots.
The plan requires roadway improvements on Lincoln and dedicated turn lanes on Route 173; the developer (Core/Marketplace team) said they are under contract to purchase lots one through three and hold an option on a fourth parcel. Core’s representative said the developer is not seeking incentives for the three outlots and that national QSRs were selected as the best available tenants in the current market.
Trustees asked about drive‑thru stacking and whether the planned layout could cause circulation issues; staff said village standards require four stacking spaces and this design provides roughly seven to eight spaces plus bypass lanes. Trustees also asked whether the front parcel might later be sold for another use; the developer said they have no current need to expand operations into the front parcel but hold options to develop further.
The board moved to schedule final consideration of this item on Jan. 15; technical conditions and final engineering will be addressed before a vote.
