The Village of Hampshire board adopted a text amendment to the municipal code to establish a park zone and no‑parking restrictions on Kelly Road, intended to reduce speeds and address parking that could interfere with park access and school traffic.
Staff said the park-zone designation will reduce speed in the immediate park area to 20 mph and that additional no-parking signs will be installed where the village has jurisdiction. Trustees discussed the village’s jurisdictional limit at Marney (Marney/Marney Drive) and the need to coordinate with the township and the highway commissioner for any signs beyond that point.
The village will run a traffic study (seven days of counts) that staff expects to start within two weeks and to run for about seven days; staff said the study could be completed within three weeks. Trustees asked whether the proposed signs and park-zone placement will adequately address where people might park to reach the park if the park extends beyond village jurisdiction; staff said they will work with the highway commissioner and return with any intergovernmental agreement if needed.
The board adopted the text amendment by roll call; staff indicated they will install signage in the area of village jurisdiction and will continue coordination on any signs on township roads.
