The Village of Hampshire board authorized a $385,000 phase‑three professional services amendment for the Public Works facility project, bringing the total authorized design work to approximately $683,000. Staff said the funds will cover completion of drawings, specifications, bidding documents, estimating and construction-phase materials; the work will bring the project to the point where the village can request a guaranteed maximum price.
During discussion trustees asked how the work will be financed. Staff said village funds will be temporarily borrowed from public-use funds and repaid when the project is bonded; sales-tax receipts from a new 1% tax set to begin in April 2025 were identified as a future repayment source. One trustee asked about a verbally reported $2 million congressional grant; staff said the grant had been reported to the village verbally but that the U.S. appropriations process had not yet finalized funding and the village had not received written confirmation.
Trustees were told bonding would be started soon (a six-month process) and that staff expects to return to the board with a guaranteed maximum price once bidding and construction estimates are complete. The board approved the phase-three authorization by roll call.
Next steps: staff will proceed with phase-three deliverables, begin bonding preparations, and return with formal contract and GMP documents once bidding packages are complete.
