Caddo Parish commission recommends support for statewide domestic-violence registry

The Caddo Parish Commission voted to recommend that the full governing body support Resolution No. 19 (2026), which urges the Louisiana Legislature to create a statewide domestic-violence registry.

The recommendation passed after a motion and second; Commissioners Cochran, Efferson and Young voted in favor, while Commissioners Kman and Blake were recorded absent. The chair said staff had drafted the resolution using language informed by Tennessee’s so-called Savannah law and that additional attachments were available for review.

The chair said he had shared the draft with state lawmakers and expects the local effort could be bipartisan, naming Senators Jenkins and Presley and Representative Joy Walters as legislative contacts. He also said the commission would propose naming the measure in honor of Katrina Gay Jenkins, whom he described as a local advocate on domestic-violence issues.

Commissioners asked that Chief U. Smith brief a work session on local domestic-violence case counts; the chair said that briefing would take place at the commission's work session so members could weigh local data as the measure advances to the full body.

The recommendation will be forwarded to the full commission for consideration and any further action.
